I agree that an off-season month, like January, is the best time to capture the essence of the city without the impact of sooooo many tourists. Plus the many art museums and galleries are PERFECT indoor activities to enjoy without the crowds. Another I would add would be the Paris opera and ballet, whose seasons are likely in the winter.
